Good clean hotel run by friendly staff.  Rooms are a good size, clean and come with furniture, TV and fridge.  AC is a few more dollars more.  The Phoenix is away from the core of hotels, with some rooms offering interesting rooms over the busy Bui Vien Street.  Rooms tidied daily with new towels.  Laundry available.  There is a independent travel agents on the ground floor.  Double rooms from US$10.
